I believe you do need a license. I bought this through specialty z and was flashed to my car, the car is totaled now. So i believe the license stays with the car.

Typically you get a new license with the tune or they call them "EcuTek Flash Points"

That's actually a really good question, as the cost is, kind of rolled all in together with equipment/license/tune and maybe dyno.
