Yeah, that is psia "absolute pressure" which includes atmospheric pressure...as mentioned: 14.7 psi @ sea level...goes lower the higher elevation you are, say ~12.2 psi @ 5k ASL or 10.1 psi @ 10k ASL...basically it is the weight of the air.

What we typically see as 'boost' is psig "gauge pressure" and doesn't account for atmospheric pressure.
