What about emissions with LDPs? Will it pass? In CT they hook up the ObD port and run tests through that. I'm assuming that the readings will come back as fail from the levels since the second cat is missing. Rather not have to switch out every time I need to test.
With LDPs, you'll easily pass the OBD "Readiness" check, which is what the Emissions Test queries the ECM for.

The secondary cats are solely incorporated by the auto manufacturers to prevent cold start emissions. Until the primary cat "lights off", and the ECM goes into "closed loop", the "open loop" (w/o the primary O2 feedback) emissions are controlled by the secondary cat. Once the primary cat "lights off"/is activated, the secondary cat is basically along for the ride.

All state emissions checks are performed with cars in "closed loop". Therefore, the secondary catalytic converter does not factor into the OBD "Readiness" check. Unless the Emission Testing Station includes a physical check of the emissions equipment, having LDPs installed will not raise any queries.

As for Full Catless DPs not causing a Check Engine Light (CEL), that's fine, however, the Carbon Monoxide smell will certainly result in further scrutiny by the Emission Station Inspector(s), because your exhaust will stink!

Excellent explanation but in the interest of accuracy, carbon monoxide is odorless. What you smell is a mixture of unoxidized hydrogen sulfide that the catalytic converter didn't convert to sulfur dioxide and the sulfur dioxide itself. H2S smells like rotten eggs and SO2 smells more like a burnt match.

My bad... thus the reason for CO2 detectors in the house, since it is odorless
Sorry to do this again but while CO2 (carbon dioxide) is indeed odorless, the monitors in your house are for CO (carbon monoxide). I can't help it that my OCD compels me!

CO..."mono" CO2 "dio"... I should have these elements straight - I took Chemistry wayyy back as one of my undergrad "core" courses... sheesh.

I took 3 terms of inorganic chemistry plus labs, 3 terms of organic chemistry plus labs, 1 term of analytical chemistry, 3 terms of physical chemistry and a graduate-level term of corrosion chemistry.

My brain is choked with chemistry...figuratively and literally.

"Core capacity exceed." Well, at least mine is!?
