B) I think they look cool.
C) The specifications of light on a vehicle are decided FEDERALLY. No one cares if you're in FL or CA. Cars in the US have to work across the country. 49 CFR 571.108 defines what is legal and what is not. Tail lamps IN ADDITION to brake lights must be red per Table I-A. Side markers MUST be amber, for all those white out side marker folks.
D) People can do what they want, but it doesn't make it legal.

OP, you're half way to a great mod. Finish it off by making a form from the oem housing and then using acrylic or lexan to form the shape in an oven. If using lexan, pre bake it for a while or it'll bubble up from trapped moisture.
It might take a few tries but when it works, you'd have a truly awesome set of taillights. There are YouTube tutorials on how to bend acrylic. If you're patient enough, you might even get away with using a heat gun.
